SETWind organized this workshop to improve the development and convergence of methods for assessing the system value of power in the energy system, including measures to improve the impact assessment of R&D solutions.

The workshop brings together 20-30 experts from research organizations in EU and the US, industry and the European Commission.

Workshop conclusions will be published in a publicly available report.


The market potential of renewable energy solutions such as wind and solar PV are currently estimated based on calculations of the levelised cost of energy (LCOE). LCOE has been an important tool to help compare and demonstrate the increased competitiveness of variable renewable energy (VRE) sources, such as wind and solar PV, compared to legacy energy production units such as gas, coal and nuclear. However, as more and more energy systems witness high degrees of variable renewables in the system, the LCOE cost models become inadequate to estimate not only the cost, but also the value and sustainability of electricity.

Therefore, efforts are underway to look at metrics that move beyond LCOE to better characterize the costs and benefits of VRE sources in the energy system, to the environment and to society. Within the framework of the SETWind project, this workshop will bring together a select group of experts to converge on a framework for assessing the value of power in energy systems in a world beyond LCOE and how this value is evaluated in the assessment of future R&I projects.

The workshop will bring together experts from some of the most important ongoing activities including the IEA Wind task 26 (Cost of wind energy), researchers from the US Department of Energy laboratory complex, and the SETWind project funded by the European Commission under Horizon 2020. While the IEA Wind task 26 and other efforts focus on the system value of (wind) energy, the SETWind project is investigating efforts to determine tractable metrics that innovators and policy-makers can use to improve the impact assessment of R&D solutions for not just LCOE but system value as well.
